Haryana Notifies Draft Social Security Rules 2026 Under Code on Social Security 2020

The Government of Haryana has published draft rules titled the Code on Social Security (Haryana) Rules, 2026, inviting objections and suggestions within 45 days. These rules are notified under the Code on Social Security, 2020, which was brought into force vide central notification dated November 21, 2025. The draft rules supersede six earlier state and central rules applicable to Haryana, including those related to maternity benefit, gratuity, unorganised workers, employees' insurance courts, employment exchanges, and building and construction workers. The rules prescribe procedures for establishment registration, maintenance of records, gratuity claims and payment, maternity benefits, employee compensation, court proceedings under the Employees' State Insurance Act, compounding of offences, and employment information reporting to Regional Career Centres. The draft rules also provide for the constitution and functioning of the Haryana Unorganised Workers' Social Security Board and the Haryana Building and Other Construction Workers' Welfare Board, including their composition, meetings, powers, and administrative arrangements. All stakeholders are invited to submit objections and suggestions to the Labour Commissioner, Haryana, by the specified deadline.
